Sit down and write the pros and cons of your possible choice options. Outline your source of confusion and ask an experienced individual in the field or a peer pursuing a similar program. I will suggest you get some work experience now. MA in economics requires quite a bit of math proficiency. It is very rigorous as well and a very competitive field. The downturn hasnt made things easier either. Getting into debt, then entering the possibility of not enjoying the course even is the worst case scenario. Brave it out at law school a bit. The qualification will give you a professional cushion along with that work experience at the HR firm. You can only find what you’re passionate about by trying various activities. Do not take any drastic decisions because law doesnt feel that fun now and you want to leave your home town. Take your time with these choices and think a bit more clearly. You will find your direction. Its never that simple though!
