Dear Myles:
If this is the best they could (and can) do with what they have (you wrote that in your post before last), then it is not good enough. This statement, quite commonly expressed: they-did-the-best-they-could, if it is true, then it is true to all people. Every single person, at any moment in time, is doing the best he/she can. And so, if it is true for everyone, what is the point of stating this?
It is like saying: they breathe, they eat- so what… everyone does.
